David E. Bull, ARM, is well known throughout the gas industry for outstanding training programs, development of the odorization audit and expertise in regulatory compliance and evaluating damage prevention programs. His experience includes risk assessments for over 75 gas utilities for AEGIS Insurance Services, membership on the Damage Prevention Quality Action Team (Dig Safely) and as a staff member at the Transportation Safety Institute, Pipeline Division. David has over 28 years experience helping pipeline operators to assess and manage their risk and liability exposures. Mr. Bull is also a principal in ViaData LP, publishers of WinD.O.T., The Pipeline Safety Encyclopedia and Contributing Editor to Pipeline & Gas Technology magazine.

 

W. Kent Muhlbauer is a principal of WKM Consultancy and is the author of the widely respected reference book Pipeline Risk Management Manual which is part of the course material. Prior to forming WKM, Kent worked in all phases of engineering, operations, and management of natural gas and hazardous liquids pipelines while with Dow Pipeline Company. Since it's inception in 1994, WKM has been an advisor to government regulatory agencies and academia as well as the primary consultant in numerous pipeline technical projects for more than 50 clients, including many major US and international pipeline operating companies.

 

Paul Oleksa has more than 40 years’ experience in the pipeline industry. He spent 37 years with Dominion East Ohio, who operate both distribution and transmission pipelines, serving in a variety of engineering positions and as manager, codes and regulatory compliance. In 1997 he became an independent consultant providing expert witness services, audits of procedures and operations, and preparation of O&M manuals. Paul is a former chair of the Pipeline Safety Committee of the Ohio Gas Association and former chair of the Distribution Construction and Maintenance Committee of the American Gas Association. He is also a member of the Gas Piping Technology Committee (GPTC) of the American National Standards Institute (ANSI). The GPTC produces the Guide for Transmission and Distribution Piping Systems, which is the how-to guide to accompany the federal pipeline safety regulations.
