Recent incidents in the pipeline industry have led to recommendations that pipeline operators adopt safety management systems as a means of attaining a goal of zero incidents. The American Petroleum Institute’s (API) Recommended Practice (RP) 1173 – Pipeline Safety Management System Requirements is the result of a substantial industry effort to provide guidance for the development and maintenance of a pipeline safety management system. The RP is set to be released early this year and has been supported by the regulatory agencies and has been developed with input gathered from two workshops in 2014, as well as a public hearing.
Participants will learn how pipeline design, operations, maintenance, and inspections are managed and linked together as processes.
The course is designed for those who require a detailed understanding of management system concepts and, more specifically, how to develop and implement a safety management system that meets the intent of API RP 1173. The course is relevant to those with safety management systems in place as well as those who are just beginning the process.
After attending the course, attendees will have the necessary knowledge and tools to develop a safety management system or strengthen their existing system according to API 1173 the guidelines.
This course will start with a basic introduction to management systems. Objectives, content, and key concepts, including the need for continuous improvement based on the Plan, Do, Check, Act (PDCA) approach, will be discussed. This will be followed by the establishment of a safety management system that fully meets the intent of API 1173, including a lifecycle approach to risk management and the integration of existing integrity management programs. The course will include some details on key components of the system and, in particular, risk management, integrity management, management of change, and safety culture. The emphasis of the course will be somewhat flexible and, as much as possible, tailored to attendees’ actual needs of the course attendees. The course instructors will share their actual experience in which cost effective and practical management systems have been developed and implemented for pipeline operators.
On completion of the course, participants will be awarded 1.2 CEUs.
John Godfrey has 28 years of experience in the pipeline and energy industry. He joined DNV GL in 2014 and is a Principal Consultant for the Integrity Solutions group within the Pipeline & Facility Risk Management department at the Det Norske Veritas (USA), Inc. office in Columbus, Ohio. Prior to joining DNV GL, Mr. Godfrey held various positions in pipeline operations, manufacturing, consulting, and Asset Integrity services. His experience includes Integrity Management Program development and management, regulatory compliance, pipeline operations, pipeline design and construction, line pipe manufacturing and inspection services. Mr. Godfrey is the past Chairman of the API Pipeline Integrity Committee and Vice Chair of the PRCI Materials Committee.
Megan Weichel provides risk management and management system development assistance to clients in the process and pipeline sectors of the Oil & Gas Industry. Her daily activities include performing third party audits of client management systems, including HSE, PSM, and Integrity Management, for compliance with regulations and conformance with internal corporate standards. She also consults with clients to assist them in closing gaps in their management systems and to improve the quality and effectiveness of the system using best engineering practice and industry knowledge.
